Because we set FF bookmarks via policyengine we are triggering DoH to be disabled by default for our Firefox users. Behavior described in this blog post:
https://blog.mozilla.org/futurereleases/2019/09/06/whats-next-in-making-dns-over-https-the-default/
We should set DoH to enabled via this policy to over-ride this behavior: https://slack-redir.net/link?url=https%3A%2F%2Fgithub.com%2Fmozilla%2Fpolicy-templates%2Fblob%2Fmaster%2FREADME.md%23dnsoverhttps&v=3
